Preschool for All is a Multnomah County program that provides free preschool for children ages 3 and 4 through publicly funded seats.

At Casa Arara, we offer Preschool for All within a small, home-based environment, where relationships, consistency, and community are at the center of the experience.

How Enrollment Works

Families do not apply directly through Casa Feliz.

Instead:

  • Families apply through Multnomah County
  • Families select preferred programs, including Casa Feliz
  • The county reviews applications and makes placement decisions
  • If matched, families complete enrollment with us


Casa Feliz does not determine eligibility or placement decisions.

Availability & Cohort Model

Casa Feliz operates as a cohort-based program.

This means children often begin with us as infants or toddlers and continue growing within the same community through preschool.

Because of this:

  • Many Preschool for All seats are filled by children already enrolled in our program
  • Some seats may be available for new families each year
  • Availability is limited and cannot be guaranteed

Open Seats

Some Preschool for All seats are available to families outside of our current program.

These are filled through the county placement system and depend on availability each year.

Families considering Casa Feliz through Preschool for All should understand:

  • We are a home-based program with small group sizes
  • Our program follows a consistent daily rhythm
  • Children learn through relationships, play, and immersion
  • We do not operate as a large center environment

Cost

Preschool for All is fully funded by Multnomah County.

There is no tuition cost for enrolled preschool hours.

Who Should Apply

Families should apply if:

  • Their child will be 3 or 4 by September 1
  • They live in Multnomah County
  • They are interested in a small, relationship-based preschool setting

Due to high demand, not all families who apply will receive a Preschool for All placement.

Families apply directly through Multnomah County.

You can apply online through the county’s Preschool for All portal. Casa Feliz does not process applications or determine eligibility.

All applications must go through Multnomah County. Families can select Casa Feliz as a preferred program during the application process.

All placement decisions are made by Multnomah County. We are not able to guarantee placement.

Not automatically.

Children already enrolled in our program must still apply through Preschool for All. Some seats may be prioritized for continuity, but placement is not guaranteed.

COC seats are Preschool for All spots that support children already enrolled in the program as they transition into preschool.

These seats help maintain consistency, relationships, and a stable learning environment.

Possibly.

Because we are a small, cohort-based program, many seats are filled internally. Some spots may be available each year depending on the program structure.

Yes.

Preschool hours are fully funded by Multnomah County. There is no tuition cost for families during program hours.

7:30 AM – 5:30 PM

Children do not need prior exposure to Portuguese. They learn naturally through immersion, relationships, and daily routines.
